This study comparatively examines marine protected area (MPA) governance in Fiji, Palau, and Taiwan, revealing that institutional coherence—horizontal and vertical coordination—is paramount to effectiveness, exceeding the importance of mere spatial extent. Three governance models emerged, highlighting the need for integrated approaches. Findings emphasize sequencing expansion with robust enforcement and adaptive policy cycles, offering transferable insights for climate-resilient ocean development.
