This analysis, "Mining Minds Before Mining Metals," posits that human capital—specifically, expertise in engineering, regulation, and international negotiation—will be the decisive factor in shaping the emerging DSM order. Comparing China’s approach to that of the United States, Japan, Germany, France, and the Republic of Korea, the study reveals China’s strength in resource base and policy support, yet identifies a need for expanded disciplinary training and “rule-literate” international talent.

This study, analyzing data from 151 respondents across Eastern Black Sea catchment communities, reveals a significant knowledge-concern asymmetry: while plastic waste awareness is moderate, microplastic awareness remains lower despite high risk perception and strong policy endorsement. Notably, increased microplastic awareness correlates positively with broader plastic waste awareness, highlighting a critical area for targeted communication strategies.
